The Tongluo site, acquired from Powerchip Semiconductor Manufacturing Corporation (PSMC), features approximately 300,000 square feet of existing 300mm cleanroom space. Micron intends to retrofit the facility to accelerate production, positioning itself to meet what analysts expect will be a sustained shortage in high-performance DRAM.

$1.8 Billion Deal Signals Strategic Shift

Micron’s purchase of the Tongluo P5 site for $1.8 billion in cash marks a notable departure from its historical “technology-for-capacity” approach. Previously, Micron shared its DRAM process technology with partners in exchange for wafer output, a model that has become increasingly challenging as modern DRAM fabs now cost between $15 billion and $25 billion to build.

By acquiring an existing plant, Micron can bypass the lengthy process of constructing a new fab from scratch, allowing for faster output and more control over production. The company anticipates that the Tongluo plant will begin meaningful production in fiscal 2028, with construction of the second facility slated to start by the end of fiscal 2026.

Phase 1 Expected to Boost Global Output

Phase 1 of the Tongluo expansion is projected to account for more than 10% of Micron’s worldwide DRAM production by the fourth quarter of 2026. Cleanroom retrofitting work has already begun, ensuring that the company can begin meeting demand efficiently.

Micron is betting on continued tight supply in the memory market, particularly as data centers are forecasted to account for roughly 70% of DRAM consumption by 2026. The company’s move is also aimed at high-bandwidth memory (HBM) applications, which are critical for AI accelerator technologies.

Competitive Pressure on Samsung and SK Hynix

The expansion increases competition in the global DRAM market. Micron’s investment intensifies the race for AI-ready memory between the company, Samsung Electronics, and SK Hynix.
